The children are at this school because they cannot behave themselves at normal schools. So yea, they aren't allowed to talk in class keeps students from fighting with each other. And Allan, if your child behaved, to begin with, he/she wouldn't be deprived of social interaction and would be going to a normal school.

A punishment facility where "Zero tolerance" overrides any common sense judgement. Students are planted in front of computer screens doing sub-level grade work, forbidden to speak and deprived of social interaction.
